Se trata de un trabajo colegiado, desarrollado en el contexto de los XVII Encuentros de la Ilustración al Romanticismo: España, Europa y América (1750-1850) y que pretende poner en relación ambos conceptos: "el poder influyente, persuasivo y vinculado a los responsables y cargos frente al contrapoder, alternativo, equilibrante y corrector de abusos del primero". Se estudian diversas formas de representación de esta dicotomía desde la historia, el simbolismo, la política, las trayectorias personales y/o colectivas, la estética, la literatura y el pensamiento.

Desde la prehistoria de Sevilla hasta la ciudad cristiana y visigoda, se estudian con rigor científico los orígenes y el devenir de una trayectoria histórica que llega hasta la ocupación musulmana de la ciudad; todo ello sin perder el tono divulgativo y la riqueza expresiva del autor, figura señera de la Arqueología.
