Blake-Garrett tiene dos maestrías de Montclair State University y un doctorado de Seton Hall University. Nacida en Jamaica, las Antillas, la Dra. Blake-Garrett emigro con su familia a Newark, Nueva Jersey de niña. Ella aun vive en el barrio sur con su esposo Walter y sus hijos.
